Rochefort was born in 1890 in Eureka, California. He graduated from the United States Naval Academy in 1912 and served in the Navy for over 30 years. In 1936, he was assigned to the Office of Naval Intelligence (ONI),where he began to work on the Japanese code.

Rochefort and his team made a major breakthrough in 1940, when they finally cracked the JN-25 code. This gave the Allies a tremendous advantage in the Pacific War, as they could now read Japanese naval messages and anticipate their movements.

Rochefort's team played a key role in the Allied victory at Midway. In June 1942, they deciphered a Japanese message that revealed that the Japanese were planning to attack Midway Island. This intelligence allowed the U.S. Navy to set a trap for the Japanese fleet, and the Battle of Midway ended in a decisive American victory.

Rochefort continued to play a vital role in the Allied victory in the Pacific War. He helped to plan the invasions of Tarawa, Kwajalein, and Saipan, and he provided intelligence that led to the sinking of the Japanese battleship Yamato.

After the war, Rochefort served as the head of ONI. He retired from the Navy in 1949 and died in 1976.
